If Dan Carter decided after the world cup to and go and play his club rugby in england or france would he be cosidered for Nz?
A similar "policy" exists in Ireland but for exceptional players e.g Easterby an exception is made.

I think they just dont like people playng else where and then try to get into the All BLAck sqaud...
If any one plays in another country ...he will not be likeable to be chosen for the All Blacks.
ANother thing is that the All Blacks have os many players in and around New Zeeland ...the dont bother with others not "being there"
South Africa chose J vd Westhuizen for the SPringboks but he played in JApan Club rugby.... This alone caused a lot of arguments in SA as they feel the players in the CurrieCup and Super 14 are more than enough to choose from.
THe Ausssies wanted MAtt Burke to come back and play for their Squad in this years world cup...he declined.

its not a rule, its a policy, going and playing abroad is considered turning one's back on New Zealand, that might as well be your resignation.
