There is no way to stop territory marking..the longer this puppy is intact the worse the problem will become along with other unwanted behaviors. Also the longer territory marking goes on the more ingrained it will become and the harder to impossible it will be to break the habit.
For your dogs health he should be neutered (unless of course he is a show dog). Neutering will help the unwanted male behaviors, prevent testicular and prostrate cancer, lessen the chance of prostrate infections and anal fistulas. Your dog will no longer have hormone driven issues.

Ok, the first thing that you need to do, is invest in some puppy pads. You can find these at PetCo or Petsmart. Secondly, get a kennel so that at night your puppy can sleep there instead of roaming the house and going potty wherever he pleases. Lastly, you need to make sure you take your puppy outside every hour or so. I know at first this may get tiring, but it will pay off when you aren't having to clean up puddles all day! Remember puppies are small, which means they have small bladders. They can't hold as much urine as a grown dog can. Also, I would suggest maybe giving a treat when he goes potty outside, because he will not go everytime. If you reward him when he goes and don't when he dosen't, he will eventually get the hang of it. Just know that he won't stop going potty in the house right away, this takes time and training. All dogs and cats need to be fixed anyway, but dont expect that to stop the problem. The VERY best thing you can do for yourself is to create a dog door !! But then you need a fenced yard - or get trickey - and have it lead to an outdoor kennel, or even a small fenced space (even 8 ft x 8 ft). If you're in an apt. try using a balcony if you have one. I would try fake grass or free carpet samples (toss when too disgusting).
I assume what you want him to "tell you" when he wants to go pee. Its a real pain but what you need to do is TAKE him out for pee-pees real often.. be kinda' quiet.. take him out.. watch.. when he goes... be SO SO happy with him!! Congratulate him in a stupid, happy, super-sweet voice.
When you start with an untrained dog - you have to be prepared for a couple weeks of hard work - take him out before bed, and when you get up to pee - take him out also. (it takes a warm coat and a LOT of patience).
He does not "want" to pee inside - he wants to go outside. It is natural for him. He just has no idea how to think ahead, how to "ask" you... and how to go about the whole thing. If you could not speak english and you were 3 months old- how would YOU go about it?

If it's just a puppy, it's because it's not housebroken and the fact that it's intact is irrelevant. To stop him from peeing in the house, watch him- when he starts to get antsy, take him outside. To save yourself the trouble of standing outside for long periods in the rain and cold, say "Go potty!" when he goes- give him a treat and praise him enthusiastically. Eventually, he'll go on command.

you just have to be on them 24/7 its hard and annoying but you can either get the potty pad or take them outside. after they eat walk them after the sleep walk them. just like humans except the cant talk to ya.
i did that to my first puppy before i had to give him away :(. now i have a new doggy this one is a bit more difficult but hes getting it. also at petsmart or where ever you shop you can find a potty training spray.

First of all, neutering (fixing) him won't fix the peeing problem. You have to house-train him. It is a wise idea to neuter him anyway.

let him out side that is what i did with my cute little puppy and it worked but if he is an old puppy turning into a dog then you would probaly still let him outside to but only leave him out for an hour if there is snow on the ground.

That depends, is he peeing or marking? If he's simply peeing, then you need to train him by taking him out frequently, and praising him when he goes outside. If he is marking, then you need to get him fixed

get puppy pads, every time he goes somewhere other then the pee pads you should put his nose in it and use a mad tone of voice and say BAD or WRONG... and then throw him outside... has to be for at least 30 minutes to be throw outside (when Is ay throw I mean walk him out and lock the door...) then you wait 30 or so min...and let him back in.. if he does it again... you must scold... try to place him on a pee pad if he's starting to sniff around on the ground.. when they sniff or dig at the carpet they are about to go........put on a pee pad they might get the hang of it...

hire a trainer, or train him yourself.
or keep him outside. and getting him fixed doesn't stop him from performing bodily functions...
