In subjective terms, a person may choose to rate counties solely based on how closely that country follows what morals the individual holds.
Or (assuming not a typo) on how high the morale is among the citizens of that country, which is reasonable since it takes into account what the people of that country want, not just what you argee with.
But in any practical model scenario, size and force of arms is the deciding factor in who wins.
That's the nature of democracy. Might makes right.

Saying that morale is the only thing that matters in a war between two countries is very naive. Morale is very important and may make up for lack of materials or manpower to some extent but cannot overcome all adversities, tactics, strategic factors and technology.

Yes this is the problem we face when fighting in the middle east. In the US we are taught "tolerance" and our own people protest the war and the troops. In the middle east they are raised from birth to do Jihad and believe that their only goal in life is to die fighting the west. They dont want the money, the big car, the house, they get that all from allah when they die, Jihad is victory. This is why they fight so much harder, while morale is not low but not high for US, they have 100% morale at all time because they believe god is behind them.
With that kind of morale they've already one 50% of the battle.

No, not really. If the numbers are close then sure it can make a difference. But if you don't have enough men who are poorly equipped and poorly trained, it won't really matter.
