the difference between gods will and free will is simpley put like this god has commandments and he says basically u have two choices of accountability
the right to choose between right and wrong ..free agency
good choices .....good consequences
bad choices bad consequences
we all have that freedom to choose from right and wrong
gods will is the commandments he set aside for us
to love one another
the laws of chasity
to keep the sabbath day holy
be reverent, do charity and the list could go on forever
gods will would be done if we choose to obey if we dont have to suffer ...thats where accountability comes in
when we choose to do wrong the spirit leaves our presence

Your question is not really worth answering because you are presupposing that one is only one and not the other. For example, God created free will, so it can be His will. There is the other side of free will, that is not His will.
In this case, free will can be God's will, and therefore, your "OR" is irrelevant.
It would be better to say is it of God or man that the below....
maybe that's what you meant?
