to avoid confusion: I don't mean ask a girl out to a mall or coffeshop, I mean approaching random girls at a coffeshop or mall and asking them out.

As long as you don't come on too strong, I'm sure most wouldn't be offended. Just go up to her and make simple conversation, "I'm sorry, this may sound a bit strange, my name is [insert here], and I know we don't know each other, but I was wondering if you'd give me the oppourtunity to take you out to dinner/lunch/etc sometime....I'll pay".

hopefully you didnt JUST MEET the person. It wouldnt turn out lovely unless she's just that desperate for ANYONE.
But if you have known her and ask her out at some place, then its cool. You'll get a yes or a no.

yes, it's just like at a bar or club. if you are at the mall, then ask them to get a smoothie or something, if you are at a coffee shop, ask them what they would like and get it for them, then ask if you wanna hang out some time or something.
