The "jelly" substance clinging to the base of the stalk is not a problem. I think it is "polymer gel", commonly called “water crystals”. It is a gelatinous hydroponics medium which is becoming commonly used in transporting live plants. The short answer is: no, the roots do not secret or “form” the gel. It will not harm your plant. I’d either leave it alone or go ahead and gently flush the area with water if it annoys you.

Here’s the long answer which is really kind of interesting. Polymer gel comes in a crystal-like form that looks similar to crushed milky or amber colored plastic. When water is added, the crystals soak it up like a sponge. When they are saturated, the substance is clear - crystal clear and feels like chunks of Jell-O, very slimy. If allowed to dry, it reverts to its original form – hard grains with a plastic feel.
