I think BOH is the most reasonable for banks. Everything in Hawaii is a little more expensive than the mainland. You are right, I do not think Bank of America or Wells Fargo have any branches in Hawaii.
Find a BOH (Bank of Hawaii) ATM at a bank location. Any ATM's in stores, malls etc., are usually about a dollar more.

Call west fargo and ask them for the cheapest ATM in honolulu. they may have partner banks there that dont charge you any additional charges.

Go to Walgreens (are a store like that), buy a pack of gum, pay with your debt card and get cash back. That way you avoid the fee.
