He has been outside, but I've been with him, and didn't notice him yelping or acting like he was in any kind of pain. He doesn't seem bothered by it at all but they are definetely swollen.

sounds like some sort of insect bite. Spider, bee, etc. If it swells up really bad take her to the vet.

he can have gum disease or an infected tooth and it is spreading so u mite want to take him to the vet and check it out and make sure it is nothing seriouse
