Lovebirds do have the ability to talk, although it is very rare. I've been told by my breeder that it is easier to teach them when they are between two to five months old, since their tongue is more flexible....
But i recently read an article saying that lovebirds are usually not talking birds. They can mimic small, simple words, but you will be come up disappointed if you are relying on your lovebird to speak to you. I worked in a pet store for a year and have had my lovebird for over a year and have never heard a lovebird say anything. I have tried teaching my lovebird to say 'hi' with no success. But, the article said that if they do speak, they are mocking the word from someone or something. I went to my local petstore and found this mirror that has a perch on it and it has pre-recorded words stored in it. So, when the bird makes a noise, it will say something to the bird. The package said it was good for lovebirds and cockatiels. They start out at around $12, I was thinking about trying one!!! You should too and GOOD LUCK

They have the ability, but it's very rare for lovebirds to actually speak words, especially as clearly as similarly sized birds. Budgies actually make better talkers than lovebirds. You'd be lucky to be consistent enough and have a lovebird interested enough to learn to say words, or even to pick up on some melodies. But they definitely have the ability.

The only lovebird I've known of doing anything similar was squeaking the tune of "peek-a-boo!"

site Quote:
Lovebirds will learn human speech. However, if you're strictly interested in a talking bird, you may not want to purchase a Lovebird. I have had several that learned to speak through no effort on my part, and my cousin taught the Lovebirds I gave him to speak, but the majority don't talk.
Voices

Love birds are chatty little birds. It is debatable whether they can talk or not. They are not known for their talking. They can mimic whistles. Mine have picked up the singing of a canary.

Here's my trick: Birds imitate what they hear. I play pleasant music for the bird during the day. Love birds will develop a soft voice by trying to imitate the music. If your bird does not hear anything all day long, you can expect him to develop a wild voice.

another site says:
Talk to your bird when you are with him. Repeat words that you would like him to learn. Whistle short tunes for him to repeat. He is likely to repeat kissing sounds first. Be patient. Do not be disappointed if your love bird does not whistle or talk. Enjoy him for the bird he is.

Good Luck.

No, lovebirds are incapable of speech. They may try to mimic a few sounds, but they will not be able to speak like larger birds can. You can teach them what you mean by different words like: step up, step down, come out. But no, lovebirds will not talk.

I HAVE READ THAT SOME CAN, BUT THEY ARE SO STUBBORN THAT IT MAKES IT ALMOST IMPOSSIBLE. BUDGIES ARE MORE WILLING TO TALK, LOVEBIRDS ARE TOO STRONG WILLED. I MEAN THEY HAVE THE ABILITY, JUST NOT REALLY INTERESTED IN DOING SO.
