Blasting the lower tummy fat is harder to do then the upper part. You need a good ab work out. Lay on the floor (keep your back flat on the floor NO ARCHING your back) and bend your legs at the knee, sorta crouching them. (keep legs together) then continually raise your legs and lower them using only your stomach muscles only. Keep this up and you should see some results.

Another way to go is special pelvic crunches (you can place your hand on your stomach to make sure you are working it and it's a certain way you do it that I saw on fit tv), laying on your back and slowly lifting your legs up and down (you can hold onto something to keep you stable- I think I first learned this one in the martial arts studio), and some of the other exercises on fit tv (Gilad had some good ones and I bet Cathe Fredrich has some good ones too). You can also do side crunches to do your obliques if you need to and crunches while bringing your legs together, there are different variations of crunches and various exercises that work, and some with a balancing/stability ball to give you more to work with and on. Also I think the kicks in martial arts, dance steps I did (think belly dancing), and the gymnastics stuff I did helped me as I was younger.
Nowadays I have been doing it the easier route. It costs about 200 but it makes your stomach look good if you just need to tone/strengthen it (It began to show on me in less than a couple weeks!). According to Sharron Mann on fit tv, you can do all the stomach exercises but still have a layer of fat over it and not see results, so doing cardio activities (I think maybe she mentioned bicycling and cardio/kickboxing) can help (it was on her fit tips). I would also think grabbing a tree branch or a special bar above your head and lifting your knees to your chest (and you might feel it in the morning if you do this--keep the knees to your chest and bring your legs out straight lift them up a little higher and then bring them back in again to your chest then when you can't hold them out any more and then slowly put them down some time after you feel the burn), a variation of this is to stand and cock your knee to your chest and kick and hold it 30 seconds, recock and keep going until sometime after you get the work out but be sure to do each leg (think martial arts front kick and side kicks and back kicks or pushing the door open with your foot when your arms are full of groceries). Another exercise is to do self-defense blocking--bring one knee up to your chest while your hand makes a fist and your elbow comes down toward your knees). Focus on your breathing technique and abs and make sure you keep your abs and back in proper position.
