not sure, maybe he looks for the wrong people

The trouble with chat rooms is that they allow a person to become intimate in a way difficult to replicate if they meet the other person in the flesh. In a chat room, you can feel protected by distance, and as others here have pointed out, don't necessarily have to behave as they would in a face to face situation.
The people chatting will probably form quite misleading ideas about each other which could lead to disappointment or confusion when a meeting is arranged.
If the problem is meeting girls, I would suggest joining a group for something he is interested in that has regular events. That way he can take his time.

Because he meets girls in chat rooms, O.K. Encourage your brother to leave his computer and go outside the home to meet new people. You can be what you want to be on the Internet, meeting people in person gives you the opportunity to look that person over, and ask questions.

he needs to get out of the chatrooms and into the real world and meet real people ! there are only a small amount of people who will be telling the truth about themselves on the internet and your poor brother will be one of them he deserves better ! get him out and meet some girls in the flesh ! xx

Get him off the chat room crap and get him out with your girlfriend, and if that doesn't work out give up as it probably is a little deeper than you think.

because he's meeting them in chat rooms...he needs to get out and meet a real girlfriend...not some faker filling him with B.S

Anyone can be anyone they want in the internet. When he meets these girls in person, that is taken away and he has to be himself. Most people are quick and witty on-line but can not back it up in person.

because he's not out there meeting women! he's using chat rooms to meet women, it's better to go out and talk to them. get him out of the house and go out!

Because people often "play characters" in a chatroom. You never really know someone until you meet them in real life.
