Hey, some guys are shy and some just don't know how to communicate well, it's a guy thing. You have to take the first step. Get him to a place where it is comfortable for him to talk. Find out what's on his mind without being pushy. If you guys do well on the phone then work it out on the phone. That's a good start.
If you don't "click" in person, well then maybe it wasn't meant to be. Be sure before you write him off.

If you were friends prior to being gf/bf then you must have had things in common. And when 2 people have things in common it's easy to have conversation. So before you change the status of your relationship try that out. Talk about things that you both are interested in or rather strike up a conversation with him about something you both like.
I am sure that once you do that you'll find that talking too this guy is easier than you think and same for him. It seems that someone needs to break the ice here in the relationship being as bf/gf so why not let it be you.
If all else fails then go back to being friends, sometimes that isn't so easy though.

Stay close to him and let him know what you're feeling. Then,
back off of a "relationship" for a while, and let friends be good
friends. Communication will resume and closeness will also
come back. Slowly (very slowly) move forward to the loving
relationship you desire.
I sense that both of you are feeling the pressures of being in a
love relationship---just slow down and take it one day at a time. You'll both be much happier for it.
