Well, the reason one should stay off the roads is because it is one of the days when alcohol consumption is at its highest. Bars offer green beer and what not to entice people to drink more than they should, then release drunken people onto the roads.
The reason why people celebrate on the anniversary of a death is because in Irish tradition, one holds a wake after a funeral, to celebrate a person's life, what they accomplished, who their friends are, etc. Funeral is sad, then there is a happy event afterwards. This date was also chosen as his Saint Day by the church, as I don't think his actual birthday is known.
However, America is really the only place where you see big St. Patrick's Day celebrations and that is really due much more to the Irish claiming it as an Irish Pride Day when they were suffering from extreme discrimination in the U.S. Irish were banned from various public places, had to establish their own bars and restaurants, etc. They were not always accepted as they are now. St Patrick's Day can go back to Ireland. I work in a bakery and am really tired of all the darn Irish soda bread I have to make everyday. It tastes lousy and smells even lousier!

I've never once heard of that.
St Patrick was a Catholic bishop who drove "snakes" out of Ireland. As there never have been any snakes there, they were actually Pagans.
Even my stepfather who is a Catholic born and raised in Ireland doesn't celebrate that day.
