This sounds like a genuine SCAM if there ever was one. Lay out any money to this thing and you kiss it good bye. There is no car, trust me on this.
And what the hell is a "purchase protection account" anyway? Get a grip on youself before you lose all your money to this scammer.
You can also bet that this person is not in Louisiana, never has been, never will be. Most likely this is a scammer operating out of Nigeria, in which case local and federal authorities would have NO interest in even hearing about it. Think about it: if they are not interested in defending our nation's borders they are certainly not interested in chasing down some petty scammer in Africa.
"She", by the way, is probably a dark purple "he".

A few things. First I would check with yahoo finance to see if such a thing exists. Next you can do an escrow account. I believe you go to a bank and deposit the money in an escrow account. That way the money is there and your seller can see the money.The bank will have both parties sign something stating that this money will be released upon delivery of the product. Don't quote me on this, but I know if you talked to a professional they could help you with it.

At Yahoo! Finance, you get free stock quotes, up to date news, portfolio management resources, international market data, message boards...but not purchase protection.
Remember, when it sounds too good to be true, it usually is a scam. Also a lot of cars out of Louisiana have been water damaged.
