The hearing loss he is describing is considered a mild to moderate hearing loss in the left ear and a MILD hearing loss in the right ear. 40 dB is the equal to a volume of a conversation between two people sitting fairly close together.
What this means for your son is he will have trouble hearing conversations with his left ear, if the hearing does not return in his right ear he will have a fair amount of difficulty hearing speech in general. Depending on his age he could develop speech problems from not being able to hear certain sounds. For example : "s", "p", "t", "k" are all very soft sounds and difficult to hear for people with hearing loss.
If your child is under the age of 16 I would recommend having him evaluated for a hearing aid for the left ear or possibly just a device to help him hear better in school.
If you want a better idea of sounds and volumes search for "Familiar Sounds Audiogram". Everything above 40 on the page (0-40 dB) your son will not be able to hear with his left ear.

A 40 dB loss is very significant. The difference in sound pressure level between a jackhammer, and ordinary conversation in a quiet room, is on the order of 40 decibels. A hearing aid may be useful, consult an audiologist.

40db is NOT that big of a loss. Normal hearing is anywhere from 0 db - 20 (25 for children). 40 is a number that can be aided (with a hearing aid). 40 is about how loud people speak to eachother in a regular conversation. He means, well, I'm not possitive, but I'm pretty sure that's the number of how well you can hear, like some people have 20/20 vision. In this case, he lost 40 out of whatever he had in his left ear and 25 out of whatever he had in his right.
