Because it is funny. It may also have something to do with the TV show Seinfeld which popularized the saying immensely.

Buh-Bye, at least when pronounced BUH-bye, is a joking pronunciation. I think people normally say "bye-bye", "bye", "see you later", "later", "take care", and "have a good day" with high frequency.

Less frequent are "good bye", "have a nice day" (except from employees in stores, where it's WAAAAY too common), "adios", "ciao", "see ya", etc.

The only situation where I think there's a higher than normal amount of "bye-bye"ing is when hanging up the telephone, where it seems people use it more. I have no idea why.

Back in the day I used to say "bubye!"
Then I simply said bye.
Now its a mixture of
"laterz!"
"Have a nice day!"
"ttyls!"
"hasta manana"
"nos vemos"
"arrivederci"
"hasta luego"
"one"
Yup that sums it up.
