If basement is totally underground she may smell the dirt and moist air around her. A dogs sense of smell is 1000 times better than ours. Maybe there was a dog that has soiled the basement in the past? The jumping, I just put my knee out every time my dog jumped. I don't bend down and I don't raise my hands. Use one verbal command, a strong "NO!" Simply hold a knee out and your dog will stop jumping.
Best wishes!

1) The dog is crapping in the basement because she is trying to tell you that she does NOT like it down there.
2) Sorry, never met a cocker that DIDN'T jump and that was not hyper. They are a hunting breed and it is part of their nature to be that way. Hopefully she will outgrow it.
As far as how to break jumping on people, that requires lots of training while the dog is on a leash..."IN" the house...and corrected the "MOMENT" she starts to jump.
Good luck hun.

Usually basements are must and dusty, young dogs confuse this for being outside also they smell the old poop spots out, try washing these areas with detergent and bleach and wash down the entire area to rid of that musty smell.

She likes the basement, add a lot of bright lights to your basement and free up a closet and add a litterbox there. Cant help the other one except try playing with her more.
