Sex offenses are considered an illness requiring treatment, if an offender serves his jail time and refuses treatment during that time they will be confined to mental health institutions until deemed no longer dangerous by the court. Whats your state doing with these sick monsters?

Those who urinate in public or have consensual sex do not end up in maximum security prisons. And while you might think you can't be confined for something you haven't done, its already a done deal, the law is passed and the buildings will be built. I personally would save the tax payers billions with a simple 50 cent bullet, but you know do-gooders....

Let's start with the fact that the term "sex offender" is ridiculously broad, and can be applied to crimes ranging all the way down to urinating in public or a married heterosexual couple getting caught having sex in a public park. So, as a label, it's really meaningless because its too broad.

As far as the law above, I doubt it will survive constitutional scrutiny. It seems to be based purely on the idea that someone should be locked up because they might commit a crime in the future.

Whatever your reasons and justifications and excuses, the constitution does not allow punishing people based on what they might do. Nor does it allow changing the punishments retroactively after someone has committed a crime.

EDIT: You are correct. The government is violating the constitution on an ever increasing basis. The buildings, as you say, are being built. That doesn't make it constitutional or valid. It just means they are doing it.
