I baked cupcakes and everything about them was fine except that the tops of them were kind of hard. Almost like there was too much sugar in them. I could understand if I had made them from scratch and this was the case but I used a mix. Any idea why this happened? Any help would be appreciated. Thanks in advance.

Sounds like they were overbaked.
What you can do is drizzle the tops of them with some sort of fruit juice like the syruppy juice from a can of pinnaples or mandarin oranges.
Then just frost and decorate as you normally would. The liquid will help moisten up the cupcake tops. Just dont' add too much liquid or the bottoms will get soggy.

Yeah you probably just baked them a bit to long. If you were planning on taking them to an occasion what you could do is for a quick fix is just make some simple syrup (equal part water and sugar) and just lightly brush the tops of your cup cakes with it before you frost them. It will add a little moisture and not be hard and dry.

what brand of cake mix was it?
maybe it was a bad mix or it was expired
the temperature of the oven could have been too high
it could be any number of reason's. scratch cake is very different from mix, not in taste but if it was scratch it wouldnt be hard just dense.
give me more info and i can maybe give the exact reason

relying on the dimensions of your action picture star shrink out yet you may also roll out a starburst and then shrink it out..ive not in any respect finished it like what you're doing yet I actually have made different shapes for cupcakes out of it. plus its very safe to eat, and consider diverse hues.
