It today's day and age this might not be a long shot....
Maybe the guy is bi and can't flirt with you infront of his boyfriend when he is in your restraunt. That and I would say he has to be interested either that or just extremely friendly or you are so fixated on him he waves and smiles to break your stare!! Stop acting the shy little school girl go up and talk to him.

Well according to my research lol lemme stop.
But guys probably would do that just to be nice but the body language to tell you if he is into you would probably be flirting with you.
Waving and smiling is a little bit of flirting so take it as it is and if you like him then grab before someone else takes him.

Ok, look....if you are into him, why don't you ask him out??? Guys LOVE that. If he's not into you, he'll say no, or your date will suck.
Just go for it, I'm a 40 year old guy, and I'd be flattered if a girl said "Hey, my name's (whatever) and I think we should go out!" Simple, easy, quick, and decisive.

If it's been 2 years, and he hasn't said anything to you that would make you think he's in to you, I don't think he is.
I bet he's just one of those friendly people that like to smile and wave.
But obviously if you're asking this question, you must be in to him, so if it were me, I'd go talk to him about it.

It sounds like it to me. He's probably very shy and doenst know how to approach you and strike up a conversation. Perhaps he's more hesitant because he doesn't want you to feel he's stalking you at work. So if you get the chance..wait on his table..when ya ask if you can get him anything else..say something like ...my number..lol..offer him ya number if you like him. good luck
