Technically this is a "cottage pie" although most in the USA would call it a shepherd's pie.
To be a purist, use ground lamb. I love lamb, but not everyone can find the ground lamb, or they just want to use economical beef mince.

time to make 1½ hours 15 min prep
2 lbs potatoes, peeled,diced
3 tablespoons butter
3 tablespoons milk (approximate)
salt
fresh ground pepper
2 medium onions, chopped
2 lbs lean ground beef
2 large carrots, thinly sliced
1 cup fresh mushrooms, thinly sliced
1 teaspoon Worcestershire sauce
1 (14 1/2 ounce) can beef broth
1 tablespoon cornstarch
1/8 teaspoon nutmeg
paprika (optional)
1. Preheat oven to 400 degrees F.
2. Cook potatoes in boiling salted water until tender, about 20 minutes.
3. Drain potatoes and mash
4. add 2 tbsp. of the butter and enough milk to have a firm but not runny consistency.
5. Season potatoes with salt and pepper to taste.
6. Heat 1 tbsp. butter in saute pan; add onion, and saute for 5 minutes.
7. Add ground beef, and cook until beef is lightly browned; drain off any excess fat.
8. Add carrots and mushrooms to beef and cook until tender, about 10 minutes, adding 1-2 tbsp. water to keep beef from drying out, as needed.
9. Add Worcestershire sauce.
10. Stir together and add beef broth and cornstarch; bring all to a boil, stirring constantly.
11. Add nutmeg.
12. Remove from heat.
13. Place meat mixture into ovenproof casserole dish; cover with mashed potatoes.
14. Sprinkle with paprika if you like.
15. Bake at 400 degrees for 25-30 minutes, or until potatoes are light golden.
16. Serve.

GOOD SHEPHERD'S PIE
2 c. leftover mashed potatoes or 3 med. potatoes
1/4 c. milk
1/2 tsp. salt
Pinch paprika
FILLING:
1 onion, chopped big
1 tbsp. oil
1 lb. broccoli
1 green pepper, diced
4 med. carrots, diced
1/2 tsp. basil
1 bay leaf
3/4 c. chopped fresh tomatoes or 1/4 c. tomato paste & 1/2 c. water
1 bunch spinach or Swiss chard
1 tsp. salt
Here's a happy home for leftovers. The vegetables will vary according to the season. A small amount of leftover lentil, pea or bean soup may be stirred in with the vegetables.
Unless you have leftover mashed potatoes, steam potato chunks or cook them in fast boiling water until soft. Mash well, adding milk and salt. Save the potato water for bread making.
Cut broccoli into florets and stems. Peel and slice the stems in 1/4 inch rounds. Wash spinach thoroughly and cut into bite-size pieces.
Preheat oven to 350 degrees. Saute onion in oil. Add broccoli, green pepper and carrots, then the basil and bay leaf. Stir well and add tomatoes. Bring to a boil, cover, turn heat to low and simmer for 15 minutes or until vegetables are just tender. Stir in spinach. Add salt.
Put vegetables into a 9 x 13 inch baking dish. Spread potatoes over top and shake paprika over all. Bake for 10-15 minutes, until the potatoes are piping hot.
Serves 4-6.
SHEPHERDS PIE
Line a 9x13 casserole dish with mashed potatoes, top, sides and bottom.
Cook one pound hamburger browned with 1 medium onion.
1/2 c. bell pepper
1 beaten egg
1 c. frozen mixed vegetables
1 can stewed tomatoes
1 sm. can tomato sauce
Mix together and pour on top of mashed potatoes. Sprinkle 1 1/2 cups bread crumbs on top. Bake at 350 degrees for about 30 minutes.

Fry a chopped onion, add 1 pound minced (ground) lamb,fry until brown, stir in a spoonful of cornflour, add some chopped garlic, add a tin (420g or 15 oz can) of baked beans (haricot, navy beans in tomato sauce) large spoonful of Worcestershire sauce, spoonful of mild curry powder (this will contain turmeric, chilli, coriander, cumin, clove, cardamom, anything that starts in C!) a handful of garden peas and some sliced carrot, stir to mix. boil mash, drain and mash with potato masher or mixer. then Put the stew in an ovenproof casserole and cover with layer of mashed potato. Bake in a moderate oven until the top is browned (the top of the potato should be level with the top of the casserole so that any overflow messes up your oven not the potato.
In my opinion the longer and slower you cook it the better.
this is one recipe i might do, there's another one i posted earlier but i think this one sounds better. and i'm serving it up for st. patrick's day dinner!! yummmm
