Many people are just always "in a hurry" or "chonically late" so they always are seeming to push the legal limits and yes, you get the occasional "nut job" who wants to peg the speedometer.

I truly believe that, the speed limits are often what's unreasonable. I do agree that people have a natural tendency to drive at a speed that seems safe for the vehicle that they are in for the current road conditions.
In theory, the posted limit is supposed to be the maximum safe speed for good driving conditions, but may not be the best speed to be traveling if the conditions worsen, you are pulling a trailer, or your vehicle isn't otherwise meant for those speeds.
The problem is that most roads have limits posted that are probably WAY under the average safe speed. I can think of an interstate near where I live, because I travel it regularly, that's three lanes wide, limited access, and it has 4 different speed limits posted along a 30 mile strech. RIDICULOUS! The limits go up and down as you enter and exit different communities, for no other apparent reason than to give the local cop a 3 mile strech where he can ticket people traveling 65 MPH, becuase the limit actually dropped to 55 for his section of roadway.
Finally, if you want to talk about what's "unsafe". You tell me which sounds more unsafe to you...
1 - A person traveling down a three lane highway at 10 MPH over the posted limit on a nice clear day.
OR
2 - A couple of cars STOPPED along the side of the same three lane highway with some dude with his back to traffic trying to hand a ticket to the driver of the other STOPPED car.
Think about it.

Because when done correctly and safely, "speeding" allows you to use the highway as intended, to cover great distances in a short time span.
As long as you factor in traffic, weather conditions and your driving ability as well as your vehicle condition, you can safely exceed the speed limit with the only worry being the officer with the radar or laser gun ( or other form of "enoforcement") I don't have a grudge with the officer, they are just doing their job. The grudge is with the often unreasonable speed limits that are set.
To me, 90 mph on a highway that is dry, mostly free of traffic and with the pavement in good shape as well as the car, is not speeding, no matter what the limit may be.
Speeding to me is the person who is doing 70 in a 55, in heavy traffic, weaving in the lanes, tailgating, in general, being a nuisance and a hazard. Even worse is if the car is in "ugly" shape.
Done right, speeding is an enjoyable way to get somewhere. Done wrong, it's deadly. Problem is, most people can't figure out when it's good to speed and when it's bad to speed.

One reason is that it's safer to go at the same speed as the rest of traffic - if everyone is driving at 75 mph on a 55 mph highway, you are much safer going 75 and keeping up with traffic than going 55 and getting in everyone's way. Most speed limits are fairly cautious settings anyway.

1. It is good (conditions and location dependant)
2. You wish to drive at a safe limit within your means and the means of the vehicle.
Which means that though your breaking the law of 70mph, you could be perfectly safely travelling at 85mph in the right conditions such as a dry day/clear motorway (like wise you woulnt want to be doing 70 in snow etc)
3. You are late.
4. If your a chav. Then you speed in built up areas. You drive outside your means. You are generally a danger to other roadusers and your unfortunate passengers.
