The problem he's suffering from is like a sunburn to his eyes. He does need to go to the ER and have them looked at or your local eye doctor. There are drops he can get at the doctor that will numb the eyes and as he keeps them covered and rests them he should heal if he's not looked too long at the welding flash. He's learned a lesson the hard way and could've lost his sight all together. Wear the goggles or helmet when welding.

The chances are pretty good that he has eyeburn. he really need to see an eye doctor. Some eye drops might sooth the pain, but only an opthamologist can tell how serious the damage is.

He's suffering from what is know as "welder's flash" and sometimes they get it even when they wear their protective gear. He should call his eye doctor and get an appointment ASAP. If he has a regular eye doctor and explains what happens, they may be willing to call him in eye drops to help until he can be seen and evaluated. Good luck.

Get him to an ophthalmologist NOW and get his eyes seen to. There is nothing that will relieve the pain in the line of first aid.

He needs to go to the hospital immediately to determine if anything is lodged in his eye and remove it, or at the very least to wash the eyes out very well. Not getting checked out could lead to permanent damage.

He should go to the ER. If he gets an infection in his eyes he could have some serious problems. I wouldn't put anything over the counter in them. Definitely see a doctor right away.

The only thing I can think of at home is to use eye drops and sun glasses. A doctor might be able to save his vision- but I'm betting not all.
