Good question! Well ... if you use the proper snot removal system, it is actually not rude at all ... unless that is ... if you create a scene by opening the tissue/hankie, looking at it and loudly saying something like, "WOW! That was a good one! Look at this!", then ... proceed to approach those around you to share your creation. If you discreetly blow your nose and dispose of the tissue/hankie ... not a problem. :)

No, why would it be? If your nose is stuffy/clogged and you want to get it out, do it. Just don't stand in the middle of the mall sounding like a Canada goose while doing it. :) What's gross is when people blow their nose, then open the tissue to see what's come out. Now THAT is disgusting. You know what it is--it's boogers and mucous!

i think it's ok. Depends what sort of blow it is, if it's just a quick blow I think it's ok even if it's loud, unless people are eating. If you got a bad cold or something and you know you'll need a lot of blows to clear your nose then go somewhere and do it in private.

No... if you have to blow your nose, you have to blow your nose- but there are ways to do this respectfully. You don't whip a big dirty hanky out of your back pocket and loudly honk into it. If you can excuse yourself to go to the restroom, by all means do so... but if you can't, nobody is going to run for the hills if you discreetly and softly blow or wipe your nose with a tissue.

If you are doing it at a table in a restaurant, yes! Whenever you are around a group of people, the proper thing to do, is excuse yourself from the group and blow your nose. Or if you cannot excuse yourself, turn your head as if you had to sneeze and then blow your nose.

I think it all depends on how and where you do it. Heaven forbid that you do it at your table at a restaurant...YUK! I would just suggest that if you had to blow your nose, go to another location to do it away from people. Some people just can't stomach to hear that! Go to the bathroom or outdoors. Now, in case of a sneeze emergency, get a tissue and hold out until you can get to a secluded spot.

When blowing your nose in public,go someplace where no one can see you and do it there. Toss your used tissue in the nearest trash can and wash your hands at the earliest convenience.

No it isn't, just be polite and if you are close to someone just say excuse me because blowing your nose is a natural function.

Depending upon where you're at? Yes. Good example. You're at a restaurant. Don't do that. Please don't blow your nose at your table in a restaurant! That's socially unacceptable! That's beyond gross. Hey, if you want to be labeled a barbarian, go for it. :)
