Well, both the 10x30 and the 10x70 binoculars provide the same magnification. However, the 10x70 binoculars will provide you with the brighter, more detailed view, since the 10x70s have 70mm objective lenses, whereas the 10x30 binoculars only have 30mm objectives which have only between 1/6th and 1/5th the light-gathering area of the 70mm objectives.

So the 10x70 binoculars are liable to be "stronger." They'll also require you to be stronger to use them, since they're going to be much, much heavier and larger. Really, the best use for binoculars that large is to mount them on a tripod, take them to a dark-sky site at night and go hunting for comets. The 10x30s would be better binoculars for general field usage. 10x40s would be better.

The first number (10) refers to the magnification and the second number refers to the diameter of the objective lens.

A larger objective will gather more light, indicate larger binocs and give you a wider field of view.

10 is about the largest you can go and still hold the binocs relatively still. It depends on your use.
