I don't really think it is ok to do that but they are not really steping up to the plate. So how do i do this.

lol if you ask a guy out then chances are thathe will most likely go out with you
he may be surprised since its usually the other way around
and maybe he even liked you before but couldnt muster up the courage to ask you out
if i was asked out by a girl and she was pretty then iw ould 100% say...

Girl guys like it when you are straight up with them. At least thats what all the I know have told me. I would say just out right ask him. No beating around the bush or anything like that. That way you will know for a sure fact if he wants to go out with you or not.

You don't! Trust me on this. If a guy is really interested in you then he will ask YOU out. Guys may give lip service to being ok with girls asking them out, but that's all it is...lip service. Guys like to pursue the girls, it's got to do with the whole men hunt, women gather stuff. If you ask a guy out, he may say yes, he may even go out with you for a while. But, if he wasn't interested enough in you to ask you out first, it's probably not going to last. It may be tough to do, but wait and let the guy ask you out, make him pursue you.

just be straight forward about it. there is no should or shouldnt on this issue. i believe that women would find themselves to be pretty successful if they asked guys out more. partially because most women dont, and also because guys have egos that need stroking too. so just ask him, there is no right or wrong way.

It's totally ok to do.
Walk up to him and say hello. Make some small talk. Then say "Would you like to go to ____ (dinner, movie, bowling, whatever) sometime?" Then give him your number. If he's polite, he'll give you his too.

Just ask if he wants to go see a movie or dinner, and say that it's a date. Just ask. It's not that bad once you say it.

like this" hey do you want to go out with me" say it with a smile and look pretty and he will smile back and say yeah sure and thats it
