I dont think that all animals are more important than people. But I think alot of animals are much better creatures than humans. So it depends on what kind of crime the other person committed. If the other person was an animal abuser than without question I would save the dog. Crap, I would save a rabies infested rat over a person who hurts animals.
I think animal cruelty is one of the most disgusting things in the world.

An infinite number of animal lives cannot come close to the value of one human life. Humans are created in God's image and likeness, and have basic human dignity on that basis. Animals are just part of the natural environment, whether we domesiticate them or not. If you chose to save an animal when you could as easily have saved a humen being's life, hopefully you would be charged with negligent homicide or at least depraved indifference. I wonder if you would feel the same way if the "criminal" in question happened to be your brother, or your son?? Or is it acceptable to let someone else's son drown, but not your own?

Very tough question.
On one hand, the criminal may have a chance to turn his life around and you would be a part of helping him be a better person. Or he may go on to commit more crime and perhaps you would feel guilty for saving him. Or perhaps the Universe is punishing him for his crimes and you are interfering.
The dog, on the other hand, is completely innocent of wrong-doing. But, he could have a disease that would kill many animals. Or he could turn out to be a very vicious animal that tears you up after he is safe. Or he could belong to a very rich person who would reward you generously.
My choice would be to save the dog first, then go back after the person.
Animals, to me, are more worthy of our help than many humans. I know that, if I had a choice, my cat would come before anything else in such a situation.

I guess it would really depend on the criminal. If the criminal was someone who's only crime was robbing a gas station so they would have some money to eat dinner then I'd probably save the criminal. If the criminal was a rapist or a pedophile, then I would save the dog.

Quoth Phil Collins ("In The Air Tonight"):
Well if you told me you were drowning
I would not lend a hand
I've seen your face before my friend
But I don't know if you know who I am . . . (it goes on like that)
Actually, I'd save the criminal. You never know, a near death experience could be enough to turn someone's life around. And considering how animals usually do things (like swim) by instinct, I doubt a dog would drown unless it were somehow crippled.

There are many different sorts of criminals, and dogs are usually good swimmers. People can be rehabilitated and dogs don't need to be. I'd try to save a person first and hope to save the dog next.

If the criminal had committed a crime that was punishable by death (rape, murder, etc) then I would save him and then put him on trial. Letting him down through inaction is just as good as drowning him on purpose.
If he was found guilty and the punishment was death by drowning then I would push him in.
Hopefully me or someone else would have saved the dog long before the trial...

Animals can swim - never seen or heard of a dog drowning.
I'd save the human - it is not mine to judge their actions before their drowning episode.

The question of good and bad sounds like what you are asking.
What is really Good?
Are you a good person? What a question, most of us believe that we are good people because we can look around and find someone that is far worse than we are. We can always point to the things that we think make us a good person.
But how good are we really? Dare we take this test and look at ourselves and see if we really are good? Hmmm.
If you are willing try this and see just how good a person you are.
The Good Person Test.
How will you do? Pass or fail?
Have you ever told a lie?
Doesn't matter how big or small, just a lie.
What does that make you? Before answering think about this, if I told you a lie what would you call me? A liar?
Have you ever stolen anything? Cost doesn't matter, a piece of gum, failed to give back an ink pen that you borrowed, anything.
What does that make you?
Jesus said, "You know the saying of old, you shall not commit adultery but I say that if look at someone to lust after them you have committed adultery in your heart.
Have you ever lusted?
Jesus said that hate is equal to murder.
Have you ever hated anyone?
See one day we all are going to stand before a Holy God on Judgment Day and he is going to judge us based on His Holy Law, the Ten Commandments. These are just 4 of them and how did you do? Guilty? I have broken all of these and more, what about you? How well will you do on Judgment Day?
If we break just one point of God's Law we are guilty of breaking all the law and Gods Wrath abides upon us all. Based on God's Law we are all guilty and all are deserving of punishment. But there is an out for us.
Jesus paid the price for each one of us, took on himself God's Wrath so we wouldn't have to face it on our own. Jesus was beaten, battered, bleed and died so we wouldn't have to face God's Wrath. He rose again so that we would life in his presence. Our crimes, His payment.
The real question is where will you stand on Judgment Day. Pay yourself or have it paid for you. Think about it.
