Co-signing to Abdijah, it is most definitely the world empire of false religion, which bears the earmarks of the ancient empire of Babylon, hence the name. Look at 99.9% of religion today and compare that with what Jesus Christ taught. Not the same, right? Church and State are all mixed up (fornicating with the kings of the earth), blood is spilled in the name of the Lord . . . yeah, so all of those religions that distract people instead of actually leading them to God make up Babylon the Great.

It may be actually Babylon rebuilt. We are not sure. We do know this. It will be a MAJOR hub of commerce. It will also be a legalized exchange point for human slavery. The sexual slave trade is currently underground. The rise of Babylon the Great will probably make it a huge money-making industry.
