It is a reference to the four cardinal points of the compass (north, south, east and west) and a slang way of saying "everywhere" or the "whole world".

It means 'all over' using the 4 cardinal directions of the compass as a reference (and as if one were looking at a map of the world). It does not suggest a flat earth.
