I've been on Active Duty with the Air Force for 12 months and want to be commisioned through ROTC, can I still get benifits through the G.I. Bill or will I have to wait the regular 36 months of Active Duty?

Continuously served for 3 years, OR 2 years if that is what you first enlisted for, OR 2 years if you
entered Selected Reserve within a year of leaving active duty and served 4 years ("2 by 4" Program)

--------------------------------------------------------------------------------

CATEGORY II

Entered active duty before January 1, 1977

The Professional Officer Course-Early Release Program (POC-ERP) offers active duty airmen who can complete all degree and commissioning requirements within two years an opportunity for an early release from the active duty Air Force to enter the Air Force Reserve Officer Training Corps (ROTC).

ROTC in college is a two year program that requires a full time commitment, I don't think there would be anything that would prevent you from using your college fund money. I think you will find it difficult to have time to do what is required.
