No, it is talking about false prophets and teachers and how to recognize them (by what they do when they are not preaching).

It is not necessarily talking about Ted Haggard.

Exactly -- but not just him.

It menas that if a prophet spread good and peace he is a real prophet if he does not, he is a false prophet. I dont know who ted haggard is but I guess it is not, unless he claimed to be a prophet.

We shall know them by their fruits, meaning are they living by the fruits of the Spirit ( See Galatians 5)
Many do not live by the spirit, or walk with the Lord but are out to please themselves....so that is why God tells us in His word that we shall know if they are of Him or not, by their fruits.

It's talking about each individual Christian. You can tell by their lives and how they conduct themselves, how close they are to God.
