Technically speaking
once you have obtained a business license
and sold your very first photo of any kind at any price at all--- you are considered ---by law--- a professional photographer !!

A professional photographer is the one who get paid for doing photos.
Note that doesn't matter the quality of his photos or skills.

As mentioned before, a professional is someone who gets paid to do something. It can be a side job but if you get paid for the work, you're a professional. Oddly, you may not even be any good and still be called professional because you get paid; albeit, you won't make good money if your bad at it. If you don't make money then that would exclude you from being a professional.
I consider myself a pro-mateur: an enthusiast and have been paid for services but is something I do rarely outside my main livelihood.

You can consider yourself a proffesional if you have worked up to your own personal goals. But I would say that you are a proffesional if you have had work relating to photography, had commisions or had your photos published. It is also good if you have a website with examples of your photos, a biography and or resume with all of your credentials. I am an artists who had just launched a website, and I've been selling throughout highschool, so I consider myself a proffesional.

Unless you have taken an exam for Associate titles,Bachelor Degree,PhD Degree(London,New York), then you could tell everyone that you are Professional Photographer.Like me with B.A. in Photography,ARPS,APSNY.
