Troops is a generic term for Soldiers, Sailors, Airmen, and Marines.

A troop in the army is around 100 Soldiers but they are referring to 14 people in the quote.

technically: A troop is a military unit, originally a small force of cavalry, subordinate to a squadron and headed by the troop leader. Cavalry soldiers of private rank are called troopers (abbreviated Tpr., not troupers). Today, troop has different specific meanings in different armed forces.

However, when you read "14 troops were killed" it is referring to 14 individual soldiers
