Jesus (and his apostles) were essentially reformist Jews, whereas Paul was attempting to create a new religion.

Paul's system was based on the hierarchical Roman system (parishes report to a bishop, etc)

Well, Jesus was a Jew, who followed traditional Jewish law (e.g. Kosher foods).

Paul decided that most of them did not apply any longer.

Jesus didn't say much about treating women unequally.

Paul clearly thought women to be inferior.

The gospel of 'matthew' says that Jesus (peace be upon him) says:

17"Do not think that I have come to abolish the Law or the Prophets; I have not come to abolish them but to fulfill them. 18I tell you the truth, until heaven and earth disappear, not the smallest letter, not the least stroke of a pen, will by any means disappear from the Law until everything is accomplished. 19Anyone who breaks one of the least of these commandments and teaches others to do the same will be called least in the kingdom of heaven, but whoever practices and teaches these commands will be called great in the kingdom of heaven. 20For I tell you that unless your righteousness surpasses that of the Pharisees and the teachers of the law, you will certainly not enter the kingdom of heaven. [Matthew 5:17-20]

Paul, however, says:

"Mark my words! I, Paul, tell you that if you let yourselves be circumcised, Christ will be of no value to you at all. 3Again I declare to every man who lets himself be circumcised that he is obligated to obey the whole law. 4You who are trying to be justified by law have been alienated from Christ; you have fallen away from grace. [Galatians 5:1-4]

"We who are Jews by birth and not 'Gentile sinners' 16know that a man is not justified by observing the law, but by faith in Jesus Christ. So we, too, have put our faith in Christ Jesus that we may be justified by faith in Christ and not by observing the law, because by observing the law no one will be justified." [Galatians 2:15-16]
