What is to keep the insurgents from merely laying low untill that date? How could such a date be constructive for Iraq, US, and the world?

Yes it would undermine everything, and the sick part is there are many who do not understand that.
There are way too many people in the United States, who have become so hysterical over the war they are no longer able to think clearly.
Even worse are the ones who supported it and now are against it, and are playing politics, speaking out of both sides of their mouths with fork tongue!
Victory can be the only condition of withdrawal, an arbitrary time line, is the kind of strategic blunder, people should be talking about.

Let's take inventory of what we've accomplished. We did a pre-emptive strike invasion (illegal by the very treaties we helped write through the UN), damaged infrastructure so severely the lights and water are still not on 24/7, deposed the standing government, saw it's head of state executed, barred all of the people with political knowledge from politics, disbanded their military, took inexperienced people to form a government that is of our choosing, are trying to train a totally new security force from the ground up and sparked a secular civil war. Haven't we done enough?

So you advocate staying in Iraq until we neutralize every insurgent? And by definition, an insurgent is a person pursuing guerrilla warfare against a foreign occupying power.

In other words, you want the US to stay the course and we can thus never leave in some absurd self perpetuating cycle of violence.

Great. Good plan.

It's constructive for ending the war, but at the same time the path it takes is least desirable. It would completely declare a waste of everything we've done there, unless the war magically wears down as the date approaches.

"Insurgents"?

Is that what you would be if China invaded the US? or would you be a loyalist, patriot, resistance fighter, fighting to the last breath in your body for the freedom of your country from foreign oppression?

Read the history books on Yugoslavia. Strong dictator (Tito) holds a demographically diverse country together for decades through a police state and force of will. When dictator dies (tito) or gets overthrown (saddam) the country falls apart along ethnic lines.

The play book is already written, the players are on the field, the game is in progress, the result is a forgone conclusion but we play on. And on. and on.

Blow the whistle.

Yes its obviouse military strategy, even if we were fighting 4th graders they would realize that if we say were leaving in 1 month, they will keep it chill for 1 month so they dont lose troops and so in our media it makes it seem like we are not needed anymore and then after we are gone they take back over, therefore causing us to come back again and costing double the money.

I wouldn't worry about it. As long As Republicans are in office and use common sense that the Democrats lack, there will be no specific date. This is just an attempt by the Democrats to try and convince people that they are actually doing something. Don't worry, it won't happen.

It's stupid.
If I said I was going to beat the hell out of you until next Tuesday, you'd stay out of sight until Wednesday.
Then, you'd sneak up behind me and pound my skull in.
