she was finished sweeping?
------------
Never stand a broom on its bristles. Hang it upside down on a rack or nails.
Clean it when you've used it for real dirt - garage floors or sidewalks. Use a bucket with warm, soapy water, swish the broom in it several times, then rinse with clear water. Hang it to dry.
Keep your broom out of the sun. The sun will break down the bristles, no matter what they're made of.
Don't use it to sweep water or other wet things. Use a mop or a rag to clean up wet spills. Brooms will deteriorate if they're wet too often and are not allowed to dry thoroughly.

the woman most likely is a wise cleaner . she knows that to keep the bristles from all bending and breaking as well as rotting from not getting dry she should put the broom upside down to dry and prevent the bending.
she also knows that the broom containes dust and dander so why would you want to store that indoors.

Sounds like you're talking about me! When you place a broom upside-down it helps the bristles to keep their shape longer.

She could have accidentally put it upside down..
Or it could be a protection symbol if she is a witch, since a broom stick signifies sweeping away the negative....
dont worry about it...

Some people choose to store their brooms and mops outdoors. My grandmother does and always turns her with the bristles facing up to help keep the dirt off.

It appears she has joined the 'finished sweeping the floor' cult. Stay clear of her unless you want to come home to find the dirt on your kitchen floor has mysteriously vanished.
