Apply for any college offering nautical courses. Mumbai and Chennai have a sizeable chunk of maritime training institutes. There is a huge demand for both marine engineers and deck officers in the Merchant Navy. AMET in Chennai offers a Dual course (engineer and deck officer), which is a partly sponsored course.

The Merchant Marine Academy in Kings Point, VA is a fully accredited four year college. Graduates earn BAs in a number of fields and they are elegible to become licensed deck officers and marine engineers.
For those who have, or desire to have, on board experience, such as a deck hand (able bodied seaman, and above) you need three things -
U. S. Coast Card registration
A letter from a U. S. flag owner saying he will employ you
Membership in one of three unions - NMU - SIU or similar union.

Hint there is no such thing as a 'merchant navy' instead there are various companies that own ships and hire employees to sail them.

If you are in the U.S. check with Military Sealift Command. That is the group incharge of military supply and shipment ships.
