Information Technology is the more about the study of the use of computers to solve human/business problems. You study some programming, databases, applications, etc.

if you're referring to the difference in the engineering degrees BE/BTech in computer science or IT,
computer science is actually computer science and engg, where there's a concentration on hardware as well... you'll have more papers on subjects like computer architecture, hardware design, organization etc.
IT on the other has minimal hardware papers - maybe 2 or 3 that too in the lower semesters. you'll be more focussed on areas like programming, programming methodology, multimedia systems etc...
