I have heard you shouldn't do anything to your hair till about 3 days.. 2 weeks is a long way off so I reckon it's safe to condition you hair now!..

The chemicals in the perm do dry out the hair so make sure you take care of it well! x

It is very important to condition your hair so that it wouldnt become dry and frizzy. It wouldnt relax your curls, and a helpful tip for a perm is to use a curl mousse. It helps the curls remain nice and shiny.

It's okay to condition your hair now, because the cuticle layer (outer layer) has closed now, so it won't relax your perm. The harsh chemicals in the perm have dryed your hair out. I'm wondering if it was overprocessed during the perming. Nevertheless, a great "leave in conditioner" would work well for you after each time you shampoo. I personally use Pantene spray in/leave in conditioner, each time I shampoo with the Pantene shampoo/conditioner all in one. It works great on the hair & isn't costly.

Being as though your perm isn't fresh because it is two weeks old, you can now wash and condition your hair. But, also find an hair treatment lotion or oil that will keep your scalp and hair moisterized, this will prevent the dryness.

2 weeks is usually long enough to wait before conditioning your hair. I would go ahead and do it.
