you know how you see those really cool photos, usually like wedding ones, wiht everything black and white except the bands in color, and stuff like that?

can help on that , but You can give it a try, after all it is free and it is very cool for editing ,searching and organizing your photos.

There are several programs that will do that.

Before digital photography it was called coloring. It came from the practice of hand coloring photos before the advent of color photography.

Anyway as far as programs the one I am most fond of right now is Aperture by Apple http://www.apple.com/aperture/
It is for professional photographer but it is way cool

There's really no name for a software that can precisely do that. Those type of pictures involve playing around with filters, cropping, erasing etc, and its effects like grayscale which can be found in any photo/image editing program such as serif, photostop, and gimp.

Most will do what you want to do.
The key is using layers and learning the techniques.
