Two ways:
1. Reduce the file size by compressing it.
2. Reduce the image resolution. I think if it is 1MB, the image resolution is bigger than 1024x768. Reduce the resolution to 576x432. This is the resolution we generally have for photos.

start > All programs > Accessories > Paint
Open them in windows paint program. Click on image >stretch skew ( give a number smaller, say 10, 10 in the box front of stretch, Horizontal and vertical) press OK. Then save it as jpeg file with another name so that your original file remains intact. Check the final size of the image after saving. Repeat the procedure with the original image if you want it still smaller or bigger, by reducing or by increasing the stretch value.

the only way you are going to get it to take up less space is to reduce it's size. if it's a simple picture like a cartoon or anime you can use paint to save it as a .gif .

it depends, you can use any picture editor. JPEG itself is in a compressed format. you can reduce the size of it, for instance you can make a 800X600 image to a 400X300 size image, that will reduce 50% of it.... all the best...
