i guess i'm not sure how to conjugate that... and also whether it would be imparfait or passe compose.. the context is "he was inspired by Bob Dylan when he was a teenager..."

Il avait été inspiré par… (i.e. pluperfect) if what you are writing is in the passé composé, as you are projecting the passage further into the past and looking back on the influences in his life.
On the other hand, it could be passé composé if the whole thing is a long biographical narrative, as this is just one stage in the story. One needs the context!
However, it would seem that the imperfect is not the one here.
I've thought of a way round it: "Inspiré par Bob Dylan pendant sa jeunesse......"

This is the correct way of saying that phrase. Now depending on the whole context of what you writing, it could change.
