Both of these work every time.

However, my personal favorite is to go up and pat them on the bottom. I think they really dig it. But then again, I'm a bit of a masochist and like getting slapped.

I think the best approach would be to come across as being friendly and natural. Don't use one liners because, if they are 'hot' (your words, not mine!), they will have heard it all before.
Ask them questions about their job or studies. People always like to talk about themselves.

that's a nice one, they have the incentive of the drink, think you're generous and are more likely to talk!
