Sanjay, it depends upon the customs of your family. Seeing that your name is Sanjay, I am guessing that you are Hindu? If so, the people that you must ask are your relatives.
I am Chinese, and we have this tradition of no-shave and no-haircut during funeral and during the period of one hundred days starting from the death of a family member. Please note that I wrote "family member." If the deceased one is a friend, then we have more liberty with the situation.

During the funeral, NO! The funeral is supposed to honor the deceased, not turn into a hair show. Do it beforehand...it'll go back before long.
