When I turn on the computer I get the BIOS screen but it will not start windows XP. Help!

Once the BIOS screen occurs, there is then a blank screen. Should I boot off the CD?

Do an F12 Boot Into Repair using the CD.Run the CD in Repair mode, should be handy.
This seems to be Needed.
Alternatively, Try Booting into safe Mode Using an F8 boot ( Pressing F8 at start, like an F12 Boot). Check settings if possible on an F8 Boot

There's a whole lot of things that could do that- it's impossible to say without more information. I'd need to know what part of the tests it freezes up at. Is there an error message on the screen? You could have a dead or dying piece of hardware, or your hard drive(s) could be connected incorrectly, or you could have your memory seated in the slots incorrectly,or a million and a half other things.

The first thing I'd reccomend you do is check to make sure everything inside the case is connected correctly.

Throw it away and buy a Mac! You won't have this problem ever again!
