I would start a casual conversation with them! Start talking about whatever. Then casually ask if he is going out with someone. If he says no then say well, maybe we could go out sometime. This worked for me, now i have had my boyfriend for more than a yr.

if you want to go to the movies or something just start a conversation like " have you seen __________ movie, if he says no then just say would you like to go see it.
guys are easy to ask out.

say you interest in him, and say he is fit. ask him does he have a girlfriend. if not tell him you like to go out with him
