I really wouldn't. In any restroom what you want are colors that denote sterility and cleanliness. Yellow does the opposite- mainly because it's the color of urine. Don't mean to be crude, but think about it. A clear pastel yellow might work if you really want to use yellow; otherwise, stick to white and nice pinks, greens and blues.

After installing thousands of sq. ft. of tile, and redoing more baths than anything else, I can't see why in a public place it matters.

It's not common, but there aren't any rules persay.
Are you asking as a contractor, or someone who happens to own public facilities, or just curious?

The entire thought with repect to bathrooms, is CLEAN, and ease of maintaning them, Color has little to do with that, and sadly public facilities are rarely "clean"

Another point I guess I'd make is that beyond keeping them clean, aesthetics is likely LOW on the list with regard to the LOOK of a public facility. In my world at least, they aren't places I wanna hang out, or even care about more than for their function.

That said,,, Color is a major factor in some instances for various reasons. Color can effect MOOD, IE: Prisons, Schools, Work environments, etc.. I hardly think it matters in a bathroom that happens to be public, although any bland or bright color might give the illusion of clean or cleaner?

I would imagine that the nasty looking yellow tiles that they use in public restrooms are'nt a style choice exactly, but a super cheap solution.
