Walk right up to them and ask then if they would join you to go to dinner or whatever you may have in mind.
As embarrassed as you may feel or the fear of rejection, be straight forward. I would say at a time when you can have a private conversation. I know of very little men that would consider them to bold.
I personally like women that speak their minds, do what they want. Shows independence.

Well, you should never "force" someone to do something. If she is unsure about asking him out (or is shy) then perhaps you could help her talk with him in a group until she feels comfortable.
