Depends on what state and whether or not your GROSS income was over a certain amount.

Example: You grossed $1,000,000 in sales in NY, but after expenses of $1,100,000, you had zero taxable income. YES, you MUST file even though your income is negative. Otherwise the state doesn't know you have allowable expenses.

Example: You earned $437 in AL on your oil interests. You made $100,000 in TN ( a state with no income tax). YES, you must file because AL taxes you on the $437 based on your total income and gets a pro-rated amount.

Example:You eaned $545 in GA and you only made $1454 in total from all wages. NO, you don't have to file since you are below all thresholds.

Yes.

If you have any PA income (over $33), you need to file a PA tax return even if you owe no taxes.

It's not based on whether you owe or not but rather on volume of income! YES if you exceeded your states income level
requirements!
