Make a pie? No seriously the council are normally responsible for removing animal and bird corpses from public areas. If the car park is private you should contact the operators or landlords. You could of course scoop the pigeon up with a trowel into a plastic bag and put it out with your rubbish.

I was going to say if you are able to get it to an area where people don't walk, like in bushes or something and let it decompose naturally - or get eaten. I guess the kinder thing would be to bury it. If you leave it in the car park, its likely to get run over repeatedly and be much messier to clean up.
I know people say the council will clean it up - but what a waste of tax payers money to employ two men to come out and remove one small pigeon....
If you are able to do it, wash your hands thoroughly afterwards.

Don't touch it with your hands as it could be diseased. Maybe if you call
animal control about it, they can tell you the best thing to do. It may even
have been hit by a car. Those silly birds are everywhere. Where we live we had
an epidemic of dead crows and they tested positive for whatever the name of
that disease that they get. I've lost the name of it. That's why I say don't touch it
with your hands. I hope you can find out quickly the right thing to do. Good luck.

Collect the pigeon, go to your local supermarket and buy a bottle of 'Pigeon Tonight'. Go home, remove feathers from pigeon, put it in a casserole dish, add 'Pigeon Tonight' to it, put in oven at gas mark 6 for 40 minutes, take out of oven, dish out onto plate and serve with maris piper spuds and carrots. Booootiful.

Stick it a hedge somewhere for the wildlife to eat. Putting it in the rubbish is a waste. (Wash your hands well afterwards).
Don't do what some woman on the local news the other night did. Dial 999 and ask the police to remove it.

If it's missing it's head, it didn't die of natural causes or disease (so no need for testing). A cat killed it or it got hit by a car. Pick it up with a shovel or plastic bags on your hands and throw it in a garbage bin. Then wash your hands really well...yuk.

A cat has probably made off with the head already.
Why don't you perform an autopsy?
